Quality rating system for Adult Learning Providers

The project was initiated in response to the need for a comprehensive quality assurance system in adult education, a key priority in all partner countries. Adult learning institutions (ALI) operate in a largely unregulated market, where quality standards are inconsistent. This lack of standardization impacts the reliability of educational services and the ability of institutions to meet the requirements of learners, employers, and public authorities. The project addresses the absence of a quality rating system, which is crucial for informing adult learners about available education options and ensuring high standards of education delivery. It also supports the development of new tools and methodologies to enhance the quality and transparency of adult education services, ensuring that educational institutions can better respond to social and economic demands.

The primary objective of this project was to create a structured and transparent quality rating system for adult learning institutions (ALI) across participating countries. This system aims to improve the quality of adult education by providing a clear mechanism for evaluating and ranking institutions based on defined quality criteria. By implementing this model, the project sought to: (a) enhance the quality standards of educational institutions, (b) offer a reliable framework for learners to make informed choices regarding education providers, and (c) promote competition and improvement within the sector. The project also aimed to equip educational institutions with the tools to self-assess and improve, while providing external evaluators with methodologies to ensure objective, standardized assessments. Ultimately, this initiative supports lifelong learning by fostering an environment of quality and accountability, benefiting learners, institutions, and stakeholders alike.

In the project, we successfully implemented all activities as outlined in the original application. These included: 1. Common quality rating model setup: We developed a unified quality rating model for adult learning institutions (ALI). This involved expert consultations with stakeholders across partner countries to define quality levels, criteria, and evaluation procedures for educational institutions. 2. Development of methodologies and related documents: We created a set of methodologies as planned, including a self-evaluation methodology for ALI, an external assessor evaluation methodology and a preparation methodology for educational institutions. These documents provided standardized approaches to ensure consistency in the rating process. All methodologies are covered by a general document. 3. Pilot preparation: We selected assessors and a sample of adult learning institutions in each partner country. Both groups received training on the evaluation procedures, with pilot institutions testing the rating model. 4. Pilot rollout: The rating model was piloted across selected institutions, which completed self-evaluations. External assessors then verified these assessments and feedback was gathered from both assessors and institutions to refine the model. 5. Creation of online tools: We developed an online platform to support the rating process, including e-learning modules for assessors and institutions.

The project produced several key outputs and results: 1. General document: - A comprehensive document detailing the QUALTRACK model, its justification, and development. - A description of the assessment process. - An explanation of each assessment area, based on evaluation criteria. Each criterion is thoroughly described, including sub-criteria and methods of evaluation, evidence sources (documentation) and a guide for external assessors. - An additional section for each area, known as the “badge,” which allows institutions to earn extra recognition. - Suggestions for further organizational development, including additional rating scales and sources of inspiration. 2. Self-evaluation tools: This includes a self-evaluation questionnaire for institutions, a checklist for external assessors, a set of guiding questions for on-site evaluation visits and feedback questionnaires for all stakeholders involved in the assessment process. 3. International comparison: A report comparing approaches to quality assessment of educational institutions in the partner countries. 4. Recommendations for public authorities: Based on the experience gained during project implementation, recommendations were developed to guide public authorities in enhancing quality assurance systems. 5. E-learning courses: Courses were developed for both educational institutions and external assessors, available on an online platform (Moodle). 6. Online platform and website: A dedicated online tool was created, along with the project’s website, which serves as a resource hub for institutions and assessors. This platform includes e-learning modules and other digital resources. 7. Multiplier event: Presentations and outcomes from an international conference organized as part of the project. 8. Webinar and dissemination: A recorded webinar to share the project results, along with newsletters, a Facebook profile and other dissemination materials to promote the project outcomes. 9. Operational results: These include the actual assessment results of the participating institutions, recommendations for refining the assessment model and methodologies.
