Summary

The OER-CODEX project was initiated in response to the pressing need for systematic support in enhancing the digital and pedagogical capacities of higher education teachers. The COVID-19 crisis highlighted significant gaps in digital readiness and exposed challenges in adopting effective online and blended learning approaches—especially at the pedagogical level. While educators expressed strong willingness to adopt blended formats and Online Collaborative Learning (OCL) to teach 21st-century skills, they lacked the necessary expertise, confidence, and accessible content to do so effectively. The project aimed to address these needs by developing a structured methodology and a set of ten modular, open-access OER courses aligned with the DigCompEdu framework. These courses were designed to build educators' digital competences, with a particular focus on peer collaboration, formative assessment, and reflective learning. To further support sustainable adoption, participating educators applied their learning by creating OER materials during piloting, contributing to a growing, practice-based repository that remains openly accessible for adaptation and reuse at institutional, national, and international levels—ensuring long-term impact.

Objectives

The OER-CODEX project aimed to enhance the capacity of higher education teachers to design, facilitate, and assess Online Collaborative Learning (OCL) by leveraging Open Educational Resources (OER). Its objectives were to develop a transferable methodology for embedding OCL into digital and blended teaching formats and to provide modular, DigCompEdu-aligned training courses focused on 21st-century skills, learner engagement, and inclusive pedagogy. The courses aimed to strengthen digital pedagogy competencies, including the use of accessible and assistive technologies, formative assessment, learning analytics, and immersive tools such as gamification and VR. OCL was promoted as a cross-disciplinary strategy to foster collaborative problem-solving and digital competencies, in line with OECD frameworks. A key objective was to establish a sustainable approach to co-creation: participants not only gained skills but also contributed collaboratively created OER. These resources now form a reusable pool of examples and templates that can be adapted across disciplines and languages. This dual outcome—capacity building and open content production—supports the long-term digital transformation of higher education institutions.

Impact

The OER-CODEX project generated a portfolio of results focused on empowering higher education teachers to design, facilitate, and assess Online Collaborative Learning (OCL) through the use of Open Educational Resources (OER). At the heart of the project was the development of a practice-oriented methodology for implementing OCL, which served as the conceptual foundation for all subsequent activities and intellectual outputs. This methodology emphasized inclusivity, engagement, and collaboration, while aligning with the European Commission’s DigCompEdu framework to ensure relevance for digital education at scale. The core output of the project was a suite of ten modular training courses, grouped into four thematic clusters. These courses addressed a wide spectrum of digital education topics: from the basics of OCL and digital resource creation to more advanced areas such as formative assessment, learning analytics, conversational agents, gamification, and virtual reality environments. Each course included lesson materials, video content, self-assessment quizzes, curated academic references, and practical tasks that required participants to collaborate and create reusable educational content. A major innovation of the project was the integration of collaborative task design as a central pedagogical element. During the piloting phase, participants co-created OERs based on the course themes, resulting in a growing and diverse collection of materials. These educator-generated OERs were collected, reviewed, and made publicly available through a dedicated repository under an open license (CC BY-NC-SA), thus ensuring that the learning resources could be reused, localized, and adapted by other institutions across Europe and beyond. To enable timely feedback and support an iterative improvement process, the project team decided—contrary to the original plan—to shift from a single, summative finalisation phase of OER repository (PR6) at the end of the project to a formative, course-by-course finalisation approach. This adjustment allowed feedback from the piloting phase to be integrated directly into the ongoing development of each course and the accompanying collaborative tasks. As a result, courses and the OERs produced by participants were reviewed and revised shortly after completion, ensuring that insights from the piloting phase could meaningfully inform the quality and usability of each module. This flexible approach supported continuous refinement and led to a more responsive and practice-oriented development process. The project’s outputs included: -Methodology for OCL-integrated course design; -Course 1 “Digital Resources” (Cluster 1). -Additional Course 2 “Digital Competencies” (Cluster 1). -Course 3 “Case Study” (Cluster 2). -Course 4 “e-Tutoring” (Cluster 2). -Course 5 “Formative Assessment” (Cluster 3). -Course 6 “Learning Analytics” (Cluster 3). -Course 7 “Assessing with Learning Analytics” (Cluster 3). -Course 8 “Triggering Reflection & Self-Reflection through Conversational Agents” (Cluster 3). -Course 9 “Gamification” (Cluster 4). -Course 10 “Virtual Reality Environments for Online Collaborative Learning” (Cluster 4). -Templates and guidelines to support educators in implementing their own OCL activities. -A digital repository of 60 OERs generated by educators and aspiring educators during collaborative assignments in the piloting phases. 9 courses piloted during the first round with 61 participants in total, 7 courses piloted during the second round with 21 pilots in total 5 multiplier events reaching 379 participants in local, regional, international, and virtual formats.
