▶Objectives
The VOLT project aimed to support the digital transformation of VET services for people with disabilities by promoting the creation and use of inclusive, accessible video-based learning. Its main objectives were to upskill VET staff in digital tools, video production, and Universal Design for Learning so they could co-create content with learners and deliver engaging, accessible training. The project also aimed to empower learners with disabilities to gain basic digital skills and become active participants in the education process by creating their own videos. Through the development of the VOLT Online Learning and Training Platform - an open-license, no-fee access platform hosting videos on educational, personal, and work-related topics - the project intended to foster digital inclusion, collaboration and innovation. The key outputs, including a Trainers’ Guide and a Trainee Toolkit, would support co-design, motivate participation, and ensure lasting impact by making digital learning accessible, engaging, and sustainable across VET settings.
▶Activities
The project began with a needs analysis for staff and organisations, consisting of a Digital and Video Skills Questionnaire (completed by 144 VET staff across Europe) and a collection of good practices from 9 European organisations. These results informed the creation of the Staff Guide: How to Co-Design Videos with Learners, used in the LTT activity “VOLT Ambassador Training.” The English Staff Guide was then adapted into German, Greek and Spanish. Fourteen trained Ambassadors then trained 15 Pioneers in their own organisations. The Toolkit for Trainees: Learning through Videos was developed using findings from the good practices survey and a new learner-adapted questionnaire completed by 126 trainees. These insights shaped the Toolkit’s content. During local testing, Pioneers introduced the VOLT approach to learners either as a dedicated course or integrated into daily activities. Together they co-created 160 videos, which are available on the VOLT Website and Video Platform. The project included 5 Transnational Project Meetings, 6 multiplier events (including a launch and final showcases), and continuous internal and external evaluations to guide progress and ensure quality.
▶Impact
The VOLT project produced high-impact results that support digital transformation in VET. A key output was the VOLT Online Learning and Training Platform, providing accessible videos co-created by staff and learners. Over 160 videos were uploaded, covering many topics organised in 3 main categories: training, raising awareness and showcasing learners’ achievements. Two core resources were developed: the VOLT Staff Guide: How to Co-Design Videos with Learners, used to train 14 Ambassadors and 60 Pioneers across partners, and the VOLT Toolkit for Trainees: Learning through Videos, used to train 239 learners. The needs analyses produced the reports: Summary of Good Practices and Results of the Digital & Video Skills Questionnaire. The co-design and inclusive digital training approaches resulted in learners gaining self-confidence in actively participating in their learning. Learners gained digital skills by creating video content, and staff gained competencies in delivering accessible training. The platform and resources are open-licensed and designed for transferability. The project strengthened the digital capacity of partner organisations and created a scalable model for inclusive, video-based VET applicable across Europe.
