This project aims to achieve several key objectives: Develop a Competence Framework for Legal Literacy: Create a structured framework outlining the essential competences needed for 14- to 18-year-olds to acquire basic legal literacy. This will guide education stakeholders in designing programs and activities that effectively promote legal literacy. Develop Practical Teaching Materials: Develop accessible resources for both teachers and students, using youth-friendly language to explain basic legal concepts and principles. These materials will empower teachers to deliver legal literacy education and help students understand crucial legal structures that impact their personal and civic lives. Raise Awareness About Legal Literacy: Emphasise the importance of legal literacy as a fundamental life skill and a cornerstone of active citizenship. The project will highlight how legal frameworks influence daily life, ensuring legal literacy is recognised as an essential competence. The project aspires to equip young people with the knowledge and skills to engage with legal concepts and rights, enabling them to become informed, active participants in democratic societies.

We initiated this project to empower citizens, especially students, with the basic legal literacy necessary to actively participate in democratic processes, uphold the rule of law, and safeguard fundamental rights. Aligned with the EU's core values of democracy, human rights, and the rule of law (Art. 2; Treaty on EU), the project strengthens the democratic foundations of society. The project tackles key challenges such as the lack of legal literacy by creating a competence framework and educational materials to integrate basic legal education into schools. It focuses on empowering active citizenship, providing individuals with the knowledge needed to advocate for their rights, fulfil civic responsibilities, and engage meaningfully in their communities. Recognising the vital role of teachers, the project supports their professional development, equipping them with tools to teach legal literacy effectively. Additionally, it aligns with EU priorities (Key Competences for Lifelong Learning, European Education Area), fostering resilience, civic engagement, and youth empowerment. The project contributes to preparing students for active citizenship while promoting an informed, participatory society rooted in EU values.

The project resulted in several concrete outputs and achievements that contributed to promoting and integrating basic legal literacy in education systems. Concrete outputs: Competence Framework for basic legal literacy: Developed using a comprehensive mapping methodology and incorporating feedback from teachers of social studies and civic education from four countries. Published in five languages (EN, HR, IT, FR, PT) to ensure accessibility across all participating countries. Teaching and learning materials available in five languages (EN, FR, IT, PT, HR): - Teacher Training Program: Designed as a professional development module for teachers to support implementing legal literacy education. - Students’ Textbook: Introducing key legal terms and concepts in an easy-to-understand format for students. - Teachers’ Manual: Providing guidance and resources for teachers to implement textbook lessons effectively. - Massive Open Online Course (MOOC): This MOOC explains and contextualizes key legal principles and structures in everyday life, offering an interactive and accessible platform for students. Piloting of Materials: Piloted with 80 teachers and 348 students across participating countries, gathering valuable feedback on the materials’ clarity and applicability. Awareness-Raising and Dissemination Activities: Conducted 11 national sharing and promotion events, reaching 342 participants. Organized a final international conference with 63 live participants and 39 joining online from nine countries to showcase the project’s outcomes and impact. Other results: - Cross-Country Collaboration: Fostered collaboration between partners from different countries, facilitating the development and dissemination of multilingual resources and strengthening the exchange of best practices. - Scalable and Replicable Model: Developed tools, resources, and examples that can be adapted and integrated into educational systems worldwide, ensuring the project’s sustainability and long-term impact.
