▶Summary
Higher education plays a key role in globalization, training future talent and highly skilled workers, contributing to the research base and facilitating international collaboration and cultural exchange. The flow of ideas, students and researchers across borders, together with digitalization, is transforming the HEI landscape. As market demands more, HEIs must adapt to stay ahead. The OECD's openness movement in higher education, includes open educational resources, open access, open universities and open data. This movement is changing the way knowledge is distributed and learned, moving from the traditional provision of content to a broader educational process. The integration of open practices and innovative teaching methods can have a significant impact on HEI, not only by changing the tools, but also by transforming teaching concepts, methodologies and objectives, also considering digitalization. Innovative learning practices should address societal challenges, focus on learning outcomes and student-centered strategies, thus better responding to their needs and reducing the skills mismatch between graduates and the labor market. This approach reinforces the relevance of HEIs to communities, regional economies and the global.

•Transform HEIs: Redefine HEIs to better meet future economic and societal needs through innovative digital learning methodologies •Modernize Education: Enhance digital education quality by building digital literacy and capacity among teachers, students, and regional actors •Promote European Value: Address societal challenges by developing digital cooperation strategies, fostering European identity, and boosting HEI competitiveness •Innovate Pedagogy: Implement challenge-based learning to equip students with skills for regional and European development •Foster Collaboration: Establish partnerships among European HEIs, sharing resources and expertise to drive educational and research innovation •Enhance Inclusivity: Ensure participation from all genders, underrepresented, and disadvantaged groups by leveraging digital tools and virtual mobility •Strengthen Regional Impact: Boost HEIs' role in regional development through collaboration, preparing students to tackle local to European challenges •Promote Sustainability: Align education with the UN Sustainable Development Goals, fostering civic engagement and economic growth •Create a Collaborative Platform: to facilitate knowledge
