Summary

The Czech and Slovak Republics are currently undergoing the biggest education reform in 30 years, changing the content of education at primary school level. Our need to implement this project was based on our experience with the so far unsuccessfully implemented curriculum reforms in both countries, focused on competence-oriented curricula. Before submitting the project, we identified the need to support teachers, school leaders and school support organisations in the implementation of new learning and teaching methods and approaches. In particular, we addressed the following needs: (a) the disconnectedness of linguistically, culturally and historically related countries at the level of education departments as well as at the level of actors in education, b) the fragmentation of bottom-up initiatives to identify both barriers and good practice in the implementation of a competence-based curriculum, c) the lack of continuous professional dialogue between the two umbrella organisations and decision-makers.

Objectives

In particular, our aim was to support teachers and school leaders directly or indirectly (through organisations working with schools) in the introduction of new learning and teaching methods and approaches. In response to the above needs, our objectives were: 1. to link 2 umbrella organisations from linguistically, culturally and historically related countries- the Standing Conference of Associations in Education (hereafter "SKAV CZ") and the Standing Conference of Actors in Education (hereafter "SKAV SK") into a shared learning community, both with the possibility of mutual inspiration between the member organisations of SKAV CZ and the organisations involved in SKAV SK, and with the opportunity to learn from experts from the Slovak Republic and the Czech Republic or lecturers from abroad 2. common naming of barriers and good practice in the implementation of competency-based curriculum Based on a bottom-up approach, we therefore wanted to collect suggestions that name barriers to the implementation of competency-based curricula from the perspective of practice, but also best practice 3.launching a professional participatory dialogue with representatives of organisations with decision-making power on this topic in both countries

Activities

collection of practical input from stakeholders - 4 online meetings on Comparison of the reform situation in the Slovak Republic and the Czech Republic (05/22), Competence assessment (09/22), Practical aspects of competence-oriented curriculum development (05/23) and Curriculum reform in the practice of Slovak and Czech schools (06/23) - 2 presentation meetings- Vysoké Tatry (presentation of Czech and Slovak best practice in the implementation of competency-based curriculum, 06/23) and Brno (barriers in the implementation of competency-based curriculum, 03/23) - event on the occasion of the Czech Presidency of the Council of the EU on Digital Wellbeing and a conference screening on Change Management and Implementation Experiences in OECD and Estonia. At the same time, SKAV SK and SKAV CZ had meetings with decision-making organisations. In the SR, intensive negotiations with representatives of the ministry, NIVAM and NIKA took place during the project at the Government Office. In the CZ, a dialogue on the Guidelines for the revision of the RVP was held with the ministry. An expert group has been established within SKAV. Negotiations regarding the linking of the project with the EEA took place with representatives of the EC and EP

Impact

We have created 2 outputs: A Database of Organisations Involved in the Project, which is published on the skav.cz and skav.sk and will be used for mutual learning between organisations and for generating new project plans The publication Collection of Suggestions from Practice, which will serve as a basis for the next meeting of SKAV SK and SKAV CZ with the ministries. It summarizes the barriers to the development and implementation of competency-based curricula, mainly in the form of questions, systematized according to the 5 basic principles of change management (urgency for change, desire for change, knowledge needed for change, skills needed for change, strengthening the culture of change) and contains an overview of 42 examples of good practice that were presented at the event in 06/22. The publication is also available on the websites SKAV.SK and SKAV.CZ. We have also made publicly available recordings of the online and presentation sessions and the presentations of the lecturers. We consider the most important outcomes to be the creation of a CZ-SR learning community, the identification of experts from among member organisations and lecturers from abroad, the creation of a space for professional dialogue.
