Objectives

By implementing the project, we wanted to create better conditions in organizations operating in the social sector to ensure they are better prepared for future emergencies or pandemics. Our goal was to identify changes in the pandemic environment and apply them in practice according to the specifics of each country. As a secondary goal, we aimed to collect data on the corona pandemic from two different countries, evaluate it using SWOT analysis and the Delphi method. Based on the collected data, experts from both countries were tasked with developing a competency model, which would subsequently serve as a new professional profile for an educational module (training program) suitable for each country. Partner organizations did not have the same infrastructure in terms of material, financial, or human resources before the pandemic. Therefore, we decided to create a common catalog of measures. All project outputs should ensure the improvement of work processes in social service facilities in the future and create a safe environment for clients and their families. Today’s staff shortages and unfavorable demographic trends place new human and material demands on social systems. Therefore, information exchange is essential.

Activities

Given that during the pandemic we discovered how crucial interdisciplinary work is in crisis management, we created interdisciplinary teams in both organizations. We then set up a schedule for bilateral business trips, which aimed to familiarize us with the work environment and facilitate meetings with employees as well as clients. These business trips confirmed that although we identified some similar conditions in infrastructure, we could easily recognize differences, such as in the legislative environment, as well as in the use of professional concepts. Additional activities included: • Developing a checklist for a professional SWOT analysis. • Conducting workshops on SWOT analyses. • Preparing a document: Analysis of the situation according to SWOT. • Conducting workshops to determine the priorities of measures. • Developing a catalog of measures in the fight against pandemics in the care of seniors. • Creating a competence model for nursing staff (training and further education program) in the fight against pandemics in the care of seniors. • Creating a continuing education module: Hygiene and epidemiology. • Training 12 employees and training 10 multipliers.

Impact

Safety has been one of the strongest human needs since the beginning of humanity. The risk of infection – the COVID-19 disease – entered social service facilities from the outside environment, bringing many unknown variables. The following outputs will help respond appropriately to threats and opportunities that could be influenced. The purpose of the SWOT analysis was to highlight factors that have and will have a significant impact on organizations in the future, enabling the prediction and influence of marketing activities in social service facilities and guiding the formulation of strategic intentions in pandemic situations so that we are prepared for and able to manage them. In the management of changes and risks, measures are necessary, which were designed and prioritized by selected experts through the Delphi forecasting method and group communication. Education will provide support. Outputs: • State analysis according to SWOT. • Catalog of measures to fight the pandemics in senior care. • Competency model and educational module for healthcare staff in pandemic response. • 12 trained employees and 10 trained multipliers (internal trainers) in DE and SK.
