Objectives

The project aimed to strengthen modular vocational education and training (VET) for adults in healthcare through international cooperation. Our objectives were: (1) to compare Dutch and Norwegian qualification frameworks at levels 2–3/4; (2) to analyse how modular structures are organised and applied in both systems; (3) to explore how recognition of prior learning (RPL) can be embedded and which competences teachers need; (4) to strengthen the link between VET and the labour market by involving employers; and (5) to build a sustainable partnership for future European cooperation.

Activities

We applied for this project because both MBO Amersfoort (NL) and Oslo Adult Education (NO) face similar challenges in vocational education for adults in the healthcare sector. There is a growing shortage of qualified staff, while many adults wish to re-enter education with prior work or learning experiences. However, these competences are often not formally recognised, which leads to barriers in accessing education and the labour market. Both institutions identified the need to develop more flexible, modular training pathways that allow learners to progress step by step, while at the same time recognising previously acquired skills and competences. The project therefore addressed the need for exchange of good practices in modularisation, validation of prior learning and stronger involvement of employers in the design of curricula. By cooperating transnationally, we aimed to learn from each other’s systems and to develop new insights that can improve the quality and inclusiveness of VET in both countries.
