โ–ถObjectives

PAOLA aimed to provoque the discussion surrounding unethical practices in academia by developing a sustainable and inclusive observatory for whistleblowing at European level. The project pursued two core objectives: (1) to design the structure, governance, and tools for an independent observatory capable of collecting and analysing data on whistleblowing in academic contexts and (2) to promote awareness and engagement through a targeted outreach plan addressing key stakeholders in academia, civil society, and public institutions. These objectives were aligned with the broader goal of promoting safer and transparent academic environments, where individuals feel supported to report misconduct without fear of retaliation. The project also sought to strengthen cross-sectoral collaboration by combining legal, psychological, and civic expertise from a multidisciplinary team. Ultimately, PAOLA aimed to create a scalable and evidence-based model that gather data which informs institutional policies, influence legislation, and shift academic cultures towards greater integrity and accountability.

โ–ถActivities

PAOLA was structured around five work packages. WP1: Management and coordination activities ensured timely implementation, partner collaboration, risk mitigation, and continuous quality monitoring. Activities combined digital tools and virtual formats to ensure accessibility, sustainability, and low environmental impact. WP2: A literature review, survey, and focus groups were conducted to explore perceptions of whistleblowing among four target groups (academics, institutions, public bodies, industry). WP3: A legal analysis of whistleblowing legislation across Europe was developed, including data privacy and legal guidelines for the creation of an observatory. WP4: The observatory was designed through a participatory process, involving the development of governance models, procedures, and reporting templates, as well as an online platform. WP5: An outreach strategy was implemented, including the creation of a communication toolkit, webinars, and training sessions for future governance members.

โ–ถImpact

PAOLA delivered eight key outputs. The project produced (1) a literature review on unethical behaviour in academia, (2) conducted a survey and focus group to capture the perceptions of raising whistleblowing reports among target groups, and (3) a legal analysis covering EU whistleblowing legislation, privacy, and data protection. The previous outputs informed the creation of (4) the Observatory for Whistleblowing in Academia, its governance structure, internal procedures, reporting templates, and a public-facing digital platform. Additionally, the team at the PAOLA project produced (5) a communication toolkit, (6) six thematic webinars, (7) training materials for current and future observatory governance members, and (8) a final stakeholder event and workshop. Beyond tangible outputs, PAOLA raised awareness about the importance of safe reporting mechanisms, encouraged stakeholder engagement across sectors, and fostered a collaborative network of institutions committed to transparency and accountability. These results contribute to a long-term culture shift in academia regarding integrity and protection of whistleblowers in academia.
